§ 66-4. General powers and duties of divisions.

  • A. 
    Animal Shelter and Control Division. The Director of the Animal Shelter and Control Division shall have all of the rights, powers, duties, responsibilities and obligations conferred on him by local laws, ordinances, rules and regulations as adopted by the Town Board.
    B. 
    Division of Cemeteries. The Director of the Division of Cemeteries shall have supervision of all matters, including personnel and maintenance of personnel records, maintenance of accounting and divisional records, including budget control and statistical analysis and overall direction and coordination of activities of the division. He shall supervise the employees of the Division of Cemeteries both in the office and outside of the office in the cemetery burial grounds. He shall have all of the powers and duties set forth in Chapter 55 of the Code of the Town of Hempstead.
    C. 
    Real Estate Division. The Director of the Real Estate Division shall maintain and keep up-to-date books, maps, sketches and all real property within the territorial confines of the Town of Hempstead; to have plot dimensions of the above-referred-to parcels; develop, organize and direct a comprehensive real estate program; review and participate in real estate transactions and negotiations in which the town has an interest; carry out or order title searches in such property and participate in negotiations for acquisition or disposition and the drawing of contracts for the same; make appraisals when required so to do; coordinate and act in concert with the office of the Town Attorney and other departments, as required by the Town Board, to verify title ownership, liens and objections to title; and to meet with, plan, cooperate and confer with federal, state, county and town officials in those areas which will aid, assist and further the purpose of this division.
    Editor's Note: Former Subsection C, regarding the Systems and Data Processing Division, was repealed 6-5-1990, effective 6-8-1990, by Local Law No. 36, 1990. This local law also redesignated former Subsections D through J as C through I.
    D. 
    Traffic Control Division.
    (1) 
    The Director of the Traffic Control Division shall maintain a modern sign shop for the cutting and shaping of sign plates; manufacture traffic sign devices and appropriate traffic symbols; maintain facilities for the painting and refurbishing of salvaged sign blanks for the assembly and repair of street name signs, and equipment and facilities for silk-screen process for individual sign painting operations and equipment and facilities for street markings; keep abreast of and be able to comply with standards for traffic control signs and devices and street markings as set forth in the New York State Manual of Traffic Control Devices and maintain all service vehicles and participate in all phases of the national highway safety program; assist and provide guidance to the various incorporated villages, school and fire districts under the town's Alliance for Progress program. This division shall also provide consultation and inspectional services with respect to streetlight contracts and maintenance incidental thereto.
    (2) 
    All costs and expenses incurred by the division or its officers, agents or employees on behalf of a special improvement district or special town project shall be charged against such district or project and paid from the funds duly appropriated for the purpose of such district or project.
    E. 
    Buildings and Grounds Division. The Director of the Buildings and Grounds Division shall supervise the operation, maintenance and repair of all town-owned buildings and grounds adjacent to such buildings.
    F. 
    Mail Services Division. The Director of the Mail Services Division shall supervise the intake of all postal mail, distribution of mail to all departments and divisions from a central location, receive all mail to be transmitted out of the town, process all such mail for delivery to the post office and provide interdepartmental messenger services throughout the town government.
    G. 
    Reproduction Services Division. The Director of the Reproduction Services Division shall manage and direct all duplicating and printing operations for in-house reproduction programs for all departments and divisions of town government.
    H. 
    Telephone Services Division. The Director of the Telephone Services Division shall supervise all telephone services provided to all departments, divisions and operational units of the town government.
    I. 
    Division of Public Works. The Director of the Division of Public Works shall supervise the activities of this Division which shall include, among other activities, coordination of all town public works and general service contracts; the planning, design and construction of town municipal building projects (except Department of Parks and Recreation facilities); the landscaping of town property throughout the township and in the vicinity of the Town Hall; the administration of the parking field regulations for town parking fields and parking field districts; and administrative matters relative to the entire department.
