§ 66-5. Employees.

    All employees of the former departments and divisions heretofore employed by the Animal Shelter and Control Department, the Department of Public Works, the Department of Cemeteries, the Department of Real Estate and the Traffic Control Department, as presently existing, are hereby transferred in their entirety to the Department of General Services, including all property, equipment and budgetary appropriations. These employees shall be continued as employees of the Department of General Services with the same qualifications, pensions and retirement rights and privileges as they had immediately prior to this transfer.
    B. 
    The Commissioner, only when specifically authorized so to do by the Town Board, may from time to time retain the services of additional persons, including special, technical, fiscal and legal consultants, as may be necessary in the discharge of his duties.
